Office of Middle East and Africa (MEA)

Mr. Litman is the Director of Operations for the Office of Middle East and Africa (MEA) in the U.S. Commercial Service. He manages MEA’s staff and operations in HQ as well as staff and operations in 20 countries. In this capacity he manages a budget of about $16 million a year. Before joining the Commercial Service, Mr. Litman was a Senior International Trade Specialist for the U.S. Department of Commerce’s Office of Environmental Technologies Industries (ETI) covering the water equipment sector. In this capacity, he was responsible for promoting the export of U.S. water equipment worldwide. He worked with U.S. environmental companies and key environmental trade associations companies on export opportunities. He managed ETI’s initiatives at domestic and international water shows. He served on the U.S. negotiating team at the World Trade Organization for the trade liberalization of environmental goods and services. In addition, he managed the Market Cooperator Development Program grant to the Vermont World Trade Office, the Vermont Chamber of Commerce, and the Lake Champlain Chamber of Commerce. Prior to this position, Mr. Litman served as an economist at the U.S. Department of Energy’s (DOE) Office of International Affairs. While at DOE, he initiated programs to assist U.S. energy companies export energy related technologies such as clean coal technologies, oil and gas exploration and drilling technologies, and nuclear energy technologies. Mr. Litman led trade missions to several countries and represented DOE in high-level discussion on international energy policy. Mr. Litman started his government career at U.S. Department of Commerce in the Office of Capital Goods and International Construction. He founded three U.S.-U.S.S.R. sector specific working groups that brought together key Soviet decisions makers and U.S. industry representatives in the areas of food processing, oil and gas, and construction. During his employment with the U.S. Government, Mr. Litman has traveled extensively around the world including the majority of Africa, Asia, Europe, Latin America, Middle East, and Russia. Mr. Litman received an undergraduate degree from George Mason University in Public Administration and a Masters Degree in International Management. Mr. Litman resides in Fairfax, Virginia with his wife and two sons.
